Applications for energy renovation of family houses start on October 14, 2021.
Within the Public Call (EnU-2/21) for energy renovation of family houses, complete energy renovation is co-financed, as well as independent systems for the use of renewable energy sources, including photovoltaic power plants. What these projects differ in is the percentage of co-financing and the minimum energy class of the house applying for renovation.
A1. - complete energy renovation which includes increasing the thermal protection of the elements of the outer shell of the heated space through the implementation of at least one of the measures on the outer shell of the family house and the installation of a system for the use of renewable energy sources
A2. - increase of thermal protection of the elements of the outer shell of the heated space through the implementation of at least one of the measures on the outer shell of the family house
A3. - installation of a system for the use of renewable energy sources.
Lists of measures, their minimum technical requirements, as well as acceptable equipment and works by which they are achieved are contained in the Technical Conditions.
Family houses whose energy renovation is encouraged must be energy certified and energy class (according to the annual required thermal energy for heating, QH, nd):
D or worse in continental Croatia or C or worse in coastal Croatia, in case of implementation of activities A1 or A2,
C or better in continental Croatia or B or better in coastal Croatia, in case of implementation of activity A3.
The amount of co-financing is up to 60 percent of the grant, with thermal protection of some of the elements of the outer shell (outer walls, roof, floor or carpentry) a mandatory measure, for which it is possible to get a maximum of 120,000 kuna. However, it is desirable that the renovation be complete or include the installation of one of the systems for the use of renewable energy sources. In that case, the maximum amount of incentives is as much as 204,000 kuna.
Funds for such systems will also be available to houses with better energy properties, which do not need energy renovation measures. These are houses:
energy class C or better in continental Croatia
or B or better in coastal Croatia,
40, 60 or 80 percent of grants for renewable energy systems will be available, depending on the location
The following may apply to the Fund's Public Invitation:
citizens, owners or co-owners of houses of up to 600 m2 or up to 3 residential units, in which more than 50% of the area is intended for housing.
The obligatory condition is the consent of the other co-owners and the residence at the specified address, registered no later than 30 days before the submission of the application, which this year will be exclusively electronic.
Interested citizens are invited to create their own account in the ePrijave system ( https://prijave.fzoeu.hr) to start with, so that after receiving applications, they can log in, enter the necessary data and upload the required documents. The application is completed by confirming the entry of data and documents and the list of received requests is created according to the time of their receipt.

Report of the energy certifier on the performed energy audit and a valid energy certificate of the family house, on the basis of which a detailed offer or cost estimate of the contractor or equipment supplier must be prepared and submitted.

The main project, if the measures for which the obligation to prepare it is prescribed are implemented
Citizens can also seek professional support for the application process itself, which the Fund will co-finance with up to HRK 500.
Submission of applications for the Call begins on October 14, 2021 at 9:00 am, exclusively through the e-application system.

The Fund issued a public invitation after the Government of the Republic of Croatia passed the Decision on the extension of the Program for energy renovation of family houses, prepared by the Ministry of Construction, Physical Planning and State Property.
The implementation of the Government Decision ensures the continuity of energy renovation of buildings in 2021 until the development of a new Program that will cover the period until 2030.
In addition to this call from the Fund, in October 2021 another Public Call will be published to co-finance the energy renovation of family houses damaged in the earthquake, after the implementation of structural renovation and / or after repairs of non-structural elements, or in parallel. This call will co-finance the energy renovation of family houses damaged in the earthquake at a rate of 80% of eligible costs, in order to ensure equal conditions for co-financing constructive and energy renovation, and encourage citizens, family home owners, to comprehensive reconstruction. An additional HRK 100 million has been provided for this call.
